Chief AI Officer, NCS
Keynote Speaker
Edward brings over 26 years of public sector experience across cyber operations, digital transformation, and national security. Prior to NCS, he served as Deputy Chief Executive (National Cyber Resilience) at the Cyber Security Agency of Singapore (CSA), where he led national cyber defence operations and oversaw the cybersecurity of Singapore’s Critical Information Infrastructure.
As a brigadier-general, Edward held several senior leadership roles in the Singapore Armed Forces. These included Defence Cyber Chief, where he built key cyber capabilities in the newly formed Digital and Intelligence Service (DIS), and SAF Chief Information Officer, where he oversaw 24/7 network operations and drove large-scale digitalisation and cloud transformation.
Edward holds engineering and management degrees from Cornell University, Stanford University, and the Australian National University. He is GIAC-certified in malware reverse engineering, cloud security, and incident handling. He serves on several education and industry boards, including as Vice-President of the Singapore Computer Society and board director of the Singapore Chinese High School.

Jason brings extensive regional and global leadership experience across ASEAN, China, Europe and the Middle East. He has a strong track record, especially in the area of people experience and human resources (HR) transformation, in delivering large scale people transformation programmes across industries. This spans workforce transformation, operating models, organisation design, culture and change, shared services, outsourcing, mergers and integrations, as well as various government initiatives.
Jason regularly advises C-suites and boards on workforce capabilities, leadership and organisational culture in an era shaped by AI and evolving stakeholder expectations. He is also a frequent contributor to business, academic and media publications, on related topics such as the future of work, human capital trends, leadership and workforce capabilities, with an emphasis on workforce readiness for enterprise-wide transformation.

Kim Lim‘s work focuses on the future of work, workforce transformation, employee behaviour, and technology adoption, with a strong emphasis on translating research into practical business solutions. He has led numerous applied research and consulting projects with government agencies and industry partners across Singapore and the Asia-Pacific region. A regular speaker at industry forums and conferences, he shares insights on employment trends, artificial intelligence, leadership, and the future of work. Prior to academia, he spent over a decade in Singapore’s public sector as a human resource practitioner, with experience from operational HR to HR policy development.

Dawn is Deputy Chief HR Officer and Senior Director of Business Partnerships at the Public Service Division (PSD), Singapore.
Prior to this, Dawn was Senior Vice President & Head, Human Resources & Organisation Development at the Singapore Economic Development Board (EDB). She was formerly Director, Leadership & Organisation Development, EDB. She has also held investment promotion and industry development roles in EDB across various sectors including lifestyle businesses, precision engineering and electronics. From 2009 to 2010, Dawn was Senior Assistant Director at DesignSingapore, then a division within the Ministry of Information, Communication & the Arts, now known as MCI. From 2004 to 2005, she was Deputy Centre Director in EDB’s San Francisco office.
Dawn graduated from Cornell University with a Bachelor in Electrical Engineering and Computer Science. She holds a Certificate in Organisation Development from the NTL Institute.

Yvonne has been a practitioner, consultant and trainer for Governance, Risk and Compliance (GRC) since 2015. Prior to GRC, she has been involved in branding, communications, intellectual property management and strategic planning work in private and public sectors. She is presently the Assistant Director in the Data Protection Office in Khoo Teck Puat Hospital and Yishun Community Hospital. Yvonne focuses on privacy management and data science, and leverages her experience in training and assessment, to build capacity and develop capability and competencies for companies and personnel. She is also a Fellow in Information Privacy by International Association of Privacy Professionals.
