As the Chief HR Officer and Advisor (Workforce Development) for the Public Service Division (PSD), Prime Minister’s Office of Singapore, Peck Kem is responsible for professionalising HR in the public sector of 16 Ministries and more than 50 Statutory Boards.
She is also the twice-elected President of the Singapore Human Resources Institute (SHRI).
Prior to her current appointment at the PSD, she was the Senior Director for HR & OD for a not for profit organisation, The Global Alliance for Improved Nutrition (GAIN) based in Geneva, where she was responsible for human resource, organisation development, legal, internal audit and corporate administration for its 15 global offices.
Peck Kem has the unique combination of experience, from quality engineer to manufacturing manager to VP human resources in the private sector (Tandon, Western Digital, Hewlett Packard, Agilent Technologies & Avago Technologies), from a Divisional Director of National HR Division in the Singapore Ministry of Manpower in the public sector, to Senior Director ODHR in GAIN, to currently Chief HR Officer for Singapore Public Service Division. This combination has widened her perceptions in the private, public and NGO sectors, and enabled her to view leadership from both the Asian and European perspectives.
Peck Kem was the first in Asia to be named CIPD Chartered Companion and was listed as a top HR influencer in Asia in 2021.

Alvin is an accomplished international senior business manager with over 15 years’ of experience in the financial and consulting industry where he played key roles in various business and human capital transformation projects that has translated to net bottom line growth of USD100million. He spent the last 7 years in a regional bank covering 15 cities as the Head of Human Capital and Head of CEO Office where he was responsible for driving the business transformation and human capital strategy and initiatives.
Highly adapt at corporate transformation, human capital management and business growth, Alvin enjoys the challenges of solving complex business issues. Both his practical competencies and influential people skills have been well evidenced in various M&A; transformational and corporate development projects that he has personally undertaken. More recently, he provided end to end leadership in a business transformation and created a new operating model that resulted in an immense improvement in employee satisfaction, as well as top-line business growth. He was also instrumental in conceptualisation & development of a predictive and preventive human capital model that has enabled the identification of talent earlier in their careers and deployment of these talents.

Chan Chiou Hao is currently the COO of Justlogin, a Singapore based HR Software as a Service provider. He has been with the company for over 5 years and has grown the business from a 10-person operation to 80 employees and grown the revenue by 300%.
Prior to JustLogin, Chiou has spent almost a decade in business development roles in various notable software companies like Salesforce.com, QlikTech, SumTotal Systems and Mambu.
He was also an entrepreneur who founded two venture capital-backed internet companies which were eventually acquired.

Frank Koo heads Talent and Learning Solutions at LinkedIn. In his role, he leads the team in helping organisations hire, retain, and develop talent through LinkedIn’s platform, analytics and solutions. He is particularly passionate about supporting organisations in their digital transformation and executives in their journey to become better leaders and professionals.
Frank is experienced in organisational development, human capital management, and sales and marketing. Having worked in organisations across diverse industries including internet, technology, and education, Frank is also well-versed in areas of cloud computing, social media, experiential and digital learning. He regularly shares his insights around digital transformation, future of work, leadership, and e-learning in industry conferences.
Prior to joining LinkedIn, he was the Chief Operating Officer at BE Education, an organisation that runs international schools. He has also assumed key leadership roles with Oracle and IBM.

Michael was born and spent his early years in Malaysia. He graduated from Durham University (UK) in Chinese followed by postgraduate studies in Japanese language, politics and economics at Nanzan University, Japan (supported by a scholarship from the Rotary Foundation for International Understanding), after which he worked for Toyota Motor Corporation in Japan for four years as a motor analyst in the Overseas Planning Department.
Returning to the UK in 1988, Michael worked at the University of Bath as Director of the Foreign Languages Centre where he established and taught on the UK’s first PG Diploma in Japanese/English/Japanese Interpreting and Translation. In 2001, after two years with INSEAD in France as Regional Director, Japan and Korea, Michael returned to Asia as Director of INSEAD Executive Education in Singapore. He subsequently took on the role of Managing Director of the Center for Creative Leadership Asia Pacific and in 2009 he joined Roffey Park Institute in the UK as CEO.
Moving back to Asia in July 2018, Michael joined the Human Capital Leadership Institute (HCLI) as CEO where he took an active role championing the research function at HCLI and developing a new model juxtaposing EI (Emotional Intelligence) and AI (Artificial Intelligence) as a catalyst for conversations about what makes for a truly great workplace. He set up his own company Expert Humans in April 2020.

Shann is the Citi ASEAN & SG Talent, Learning & Diversity lead where she partners with key stakeholders across the country and regionally to deliver on a number of talent, learning, performance management and diversity priorities. She has covered numerous roles in Citi since joining Citi Malaysia in 2012, from Learning & Development to Consumer Bank Lead Business Trainer to Talent & Learning. Though a lawyer by profession, prior to Citi, Shann had a career in consulting working with local and global organizations in the team, leadership and organizational development arena.

Sabrina Ooi is the co-founder & CEO of Calm Collective Asia, an organisation with the mission to normalise mental health conversations in Asia.
She is a mental health expert by experience, having achieved personal recovery and well-being through her journey with bipolar disorder.
Through her work with Calm Collective, she has consulted for and created global mental health programmes for brands like Spotify, The Body Shop, and Standard Chartered.
Sabrina regularly hosts Calm Collective's community engagement talks and peer support circles. She has been featured in Harper's Bazaar, Tatler, and CNA, and was named a Gen.T Honouree in 2021.
Prior to starting Calm Collective during Singapore's 2020 circuit breaker, Sabrina worked in the software industry, and was a professional DJ in the region’s top nightlife establishments.

Ms Angelina Chua is the new Head of Asia Pacific South of SIG Group. Her extensive human resource experience spans across Asia Pacific, the United States and Europe, where she had successfully led people transformation and progressive human resource practices. Prior to joining the organisation, Ms Chua was the Deputy Group Chief Human Resource Officer at ComfortDelGro.
Her previous roles were Group Head of Human Resources at Yeo Hiap Seng Limited, a Singapore-listed global food and beverage manufacturer and the Asia Pacific Head of Human Resource & Administration at Oshkosh Corporation, a Fortune 500 multi-national corporation.
Ms Chua spent 12 years with Singapore-listed conglomerate Sembcorp Industries Ltd where she last held the position of Head of Human Resource for Sembcorp’s Utilities business in China. She is a Global Fellow of The Wharton School, a Certified Global Talent Management Leader, an Industrial Panel Member with the Singapore National Employer Federation, a Senior Professional with the Institute for Human Resource Professionals and is a recipient of the Leadership Scholarship from the Singapore Management University where she graduated with a Masters in Human Capital Leadership.

Carmen Wee, is the Founder & CEO of her HR Advisory Services firm, Carmen Wee & Associates (www.carmenwee.com).
She is an accomplished Global CHRO with over 25 years of international business experience, driving large-scale business transformation & change management within fast-growing companies with multiple & complex mergers and acquisitions.
She is known for strategic leadership excellence. She has led and managed large, complex, and multicultural teams based on six continents, coaching business leaders, building high-performing teams, and influencing stakeholders across the business ecosystem.
She is the author of the book, ‘From The Kampung To The Boardroom: My Leadership Journey’, which is currently in circulation in 11 countries globally. She is an experienced Board Member in several domains, spanning government, academia and public institutions in Singapore and the UK.
For the past decade, she has served in many task forces, to transform the HR ecosystem and build capabilities in the workforce. Daphné did her medical studies in Paris and Bordeaux, France. She subsequently decided to specialize in Family Medicine and Emergency Medicine in various hospitals in France (Libourne, Paris, Bastia, Vannes) and has worked in various French overseas territories such as Tahiti and New Caledonia. Daphné continues to expend her skills in this area including maritime emergency and POCUS.
Since joining International SOS in 2019, Daphné has put her clinical and practical skills into ER roles in Baku, Chad and Mali. Before coming to Singapore, she spent a month in Lao where she supported Medical Services operations.

Henry Liew heads BIPO’s Global Innovation Hub as Principal Data Scientist. Based in Singapore, Henry leads a team of data and benchmarking analysts to ensure the successful delivery of the group’s data science initiatives, including the application of Robotic Process Automation (RPA) to its proprietary cloud-based HR Management System.
Prior to joining BIPO, Henry’s previous work experience include key leadership roles with SATS Singapore as President CEO’s Executive Staff Assistant & Head of Analytics, and Senior Vice President, Head of People Science of Lazada Group (Alibaba).
Henry earned his MBA from the University of Cambridge in 2016 and graduated from Massachusetts Institute of Technology (MIT) with a Master of Engineering (Materials Science) in 2008.
Passionate about giving back to the community, Henry is a member of the HR committee of the National Kidney Foundation. An avid sports person and pianist, he also holds a Grade 8 (ABRSM).
